Can't get past DRAM yellow led on new build ProArt x670e and 9950X

Just finished a new build with a ProArt x670e motherboard with a 9950X cpu and Kingston KF564C32RSK2-96 (2x48) ram (chosen because it is *definitely* on the QVL list).

The machine will never post - even leaving it for many, many minutes - well over an hour and start with the fans spinning and the yellow DRAM led solidly on. The led is on as soon as the power button is pressed.

I see that there are lots of reports of this type of behaviour and nothing has worked: flashed the bios to the latest and a couple of previous ones, this is already a second set of memory (a very expensive experiment), tried all positions for a single stick, checked for dirt etc. etc.

I haven't tried with a different cpu but surely this would light the red CPU error light?

Is an 870e mobo a better bet for the 9950x or could it be the cpu that's busted?
