Don't download firmware randomly without our announcement. This file is not officially released and subsequently the relevant testing may not have been completed or carried out.

It's because the firmware didn't pass CTS yet. And it's not available officially yet. You have to wait Google to approve this fw.
For now don't update if you use Google Pay. It's not Asus fault.

Do you know if waiting for the official release to be registered by Google will fix the safetynet checks?

Yes, but it can take about a few days at least.
