I have a solution. Use Vodafone as primary data network sim. After that dial *#*#3642623344#*#* and you will find VoLTE option. Activate VoLTE. Please note after activating VoLTE message sending will take one minute.

You have the volte toggle so the issue could be with your internet provider.
