Unable to Unlock Bootloader.

This question has been asked many times. But I want to tell you again that the unlock tool available in Asus website is not working.
I have Asus Zenfone Max M1. And i want to unlock the bootloader of this phone. I downloaded the unlock tool, and ran it. It worked.
Then I locked the bootloader via adb fastboot command. And the bootloader got locked.
Now I want to unlock the bootloader of the phone again. But this time app is not working. It just reboots my phone and nothing else. And i can't unlock Max M1 using adb fastboot command because this phone does not have an "OEM Unlock" feature in Developer Options settings.
