Screen time out not working please help!

just bought my phone 2 months ago and this whats happening! my phone cannot sleep on time out even though i put it on 15 sec 30 sec etc. but if i put on the charger it works perfectly normal. please help

Do you mean the screen doesn't turn black or phone does not sleep even screen doesn't turn black ? Do you use any power saver apps with permission-prevent device from turning off screen? Have you tried it under "safe mode"? In safe mode, only the factory pre-installed applications will be loaded.
