What's your phone’s firmware version (Settings > About > Software information > Build number)
Have you tried sharing you network to different device via wifi hotspot?
No your phone's hotspot showing in your pc wifi list? Or it shows connecting and never did?
Please using other devices to check if you can see the hotspot connection.
