Why my camera unable to open?

Model Name: Zenfone 7
Firmware Version: WW-31.0210.0210.292
Rooted or not: Not
Frequency of Occurrence: Always
APP Name & APP Version (If your issue relates to the app): Stock Camera
Why my stock camare unable to open? Wrote: "Camera not ready, Please try again later"
many steps followed : clear cache. force stop, restore, hard reset, reboot. All same.
Third party apps such as whatapp can, but the camera turn upside down. refer photo.
Others : Gyro test pass :
Ecompass Test ; Pass
Gsencor test : Pass

I have same problems. Factory reset didnt help.
