His point is that released beta build can be more stable than earlier and the changelog which is mentioned in the screenshot was a critical wifi bug for beta users which took some more time to get fixed and finally fix for that wifi bug is released with this new firmware and there where no other bugs observed by users in its previous build so basically if beta testers gives positive feedback with recent released firmware than ASUS will consider it as a stable version and they will release it for all Zenfone 7/7 pro users.
And also as i described you in above comment keep an eye on release notes which is official from ASUS rather than believing Users.

That was just to inform that the dreaded wifi bug on android 11 was finally fixed,that was the only issue due to which A11 was delayed so much
And I commented "this version is stable enough to be pushed to those on android 10 combined with all past A11 firmwares which the beta testers have got"
