Camera shutter button not responsive, is it normal?

After I take a photo the camera button doesn't take another one for something like 1-2sec even if clicked multiple times. If I immediately opens the photo taken it is all blurry and says it is loading/in elaboration (translated from italian). Is it a normal behavior?
Edit: it happens only when HDR is active (auto/on)

Since HDR is composed of multiple photos, it takes time to process after pressing the shutter (you cannot press the shutter again at this time). If you open the photo directly before processing, the picture will be blurred is normal.
