Phone doesn't switch on - charging icon displayed on-screen

Hi all, I returned home yesterday with ~16% battery so I switched it off overnight as the charger&cable were not at hand. I woke up this morning, got charger&cable, plugged all in and the phone showed the green charge icon on-screen, but it won't switch on. Still displaying the icon, regardless if I plug it in or not.
Suggestions?

No phone can boot on 0%. Wait till it gets to 1% and boot the phone

It wasn't at 0% - it was around 16% when I switched it off. I plugged it in this morning, still switched off, so I would assume the battery was still at, or around, 16%, unless the battery discharged overnight while switched off (something I've never heard off - battery drain while switched off should be minimal). It has been now plugged to the charger for around 2 hours and still nothing happens.

If you happen to have an ammeter you could perhaps try to measure the current coming into the phone, but if no, perhaps try different cable, different charger. ASUS customer support always say charge device 8 hrs before beginning to think that there is actually a problem with devices, so if you are not in hurry, let 6 hr pass and check back.
