Navigation bar doesn't follow dark theme

I'm on latest Android 9. The update notification is asking me to update to Android 10 (.73). I am afraid to update as many people reported bugs on Android 10. I'm going to update once I get notification for the new version (people reported a new version .110 is pushing out now) and check if problem get fixed.

upgrade to Android 10, the navigation bar problem is fixed.
