I don't think so. There is only a downgrade to Pie. I suppose you could downgrade to Pie but then upgrade again to Q. But that would wipe all your data so I wouldn't do it. Hopefully it will start working for you soon. If the future, feel free to manually upgrade (I always use the full rom zip to upgrade) but wait until it is officially available in your region if you use google pay to make sure it is certified (or check with others in your region to see if it's working for them).
