Kindly provide your firmware version:
Settings > System > About Phone > Software information
Could you tell us are you using one SIM or two SIMs?
Please tell me the operator of your SIMs.
Have you checked with your operator about this problem?
Please try clearing cache and data of the Messages app.
Please try removing/inserting your SIM card.
Please try putting your SIM into other phones, to check if messages could be sent normally.
Please also try putting other SIMs into your phone, and check if messages could be sent normally.
