There's a major security issue with the phone. You can switch off the phone while phone is locked and it won't even ask for a password. This is where the problem lies. As of now there's no option to ask for password when switching off the device while phone is locked. You can simply switch off phone without even knowing the password and reset device from the bootloader menu. Many users didn't know that but it's major problem. If your phone is lost or someone took it then he can easily format the phone without need of password and once it's formatted you can't even trace it with google locate my phone option.

Even if the phone asks for password, may vary phone to phone. There is options wherein you can force your device to restart or shutdown,
Coming to resetting device through recovery, every Android phone to function properly needs a Google account. If you have a google account factory reset from recovery can't remove the account. You need to actually remove account from your device manually.
So be rest assured, if you have security enabled and if you take precaution everything is fine here.

@Chintan Devganiya where have you been for the last 10 years?
You have always been able to enter fastboot on any android after restarting. This is not an Asus thing, or a security problem as you say.
Your data is encrypted, and Google have implemented their own protection to prevent you continuing setup after a restore without previous account authentication (search FRP).
