incoming voice volume on Bluetooth headsets

Using Bluetooth headset the volume is okay and works for media play but, for phone calls it is really bad....I have tried two different head sets and functionality is same on both.

Voice volume during phone calls is minimal, almost like at lowest volume setting and cannot be increased either by phone buttons or headset buttons ....has zero effect to incoming voice volume.

Any suggestions ?
