Hello!
To block unknown calls while allowing all incoming SMS on your Windows 10 device, open the Phone app, go to Settings, enable Caller ID and spam protection, and turn on the option to block calls from unknown numbers. SMS messages are not blocked by default, so you should receive all incoming texts without any additional settings.
