Quotation marks missing

Our new laptop seems to have the @ and @ key instructions mixed up. I now can't get an appropriate response from the quotation marks key above the apostrophe key but get @ instead. At first the @ above the number 2 was producing quotation marks but now it seems no key will produce quotation marks. Any suggestions?
