I can't open some settings

Hi there, i want to ask about my laptop here.
so once i want to do "personalize" and it won't open.
also i wan't to open "open sound settings" it also won't open

can anyone help me?

I can't open some settings

If windows 10 OS activated only, opens "personalize" and you can customize all settings.
but if you want to adjust the sound settings means,
type control panel in the search bar, open control panel, choose small icons under view by,
then click on the sound
