That's not entirely how it works on ROG 3. It knows and learns which refresh rate that works best with certain apps. It also remembers after a while which refresh rate you prefer.
And a feature like you describe it won't switch back instantly, which means that it will almost never go down to 60hz. I believe you are referring to Samsungs technology which you can read more about at GSMArena
