That's strange. Mine has the shortcuts (attached).
You may want to reset the mobile manager app and see if that works...
My memory cleaner does not have that loading animation at all and just shows the ram percentage when I opened the software. Acts like it's not doing anything at all.

Settings -> Search settings for 'Mobile Manager' -> App info -> Storage & cache -> Clear both.
