Google Pay "This phone can't be set up to tap to pay"

Ever since I've taken this phone out of the box and updated android, I have been unable to use google pay due to the noted error in the title and in the image. I've had to carry around my 4 year old motorolla just to be able to transact in gpay, which is a business requirement for me.

Are these phones really not secure enough to use Gpay? How can this be addressed?

NFC is enabled
Android security patch level: March5, 2022
Android version: 12


Ultimately I'm not even trying to use NFC, I just want to send funds from Gpay to another individual.
