Not uncommon tho
Mostly OEMs don't push the latest available version due to compatibility and stuff a mod did mention it here once in response to an thread

I'm aware, I do upgrade the driver manually so I know the issues that come along, however it's normally something you'd expect from a gaming phone, while its not important for a normal phone, a gaming phone should have updated drivers.
