No, in japan the law states shutter sound has to be audible. This is a law that had been passed since when camera phones were invented in japan and people kept taking pictures under females skirts.
The ww rom is stock for the rog3 also i doubt its based on simcard. Its more likely that the rom knows based on the phones serial number since the phone would otherwise be illegal as it would mean you could make shutter sound free pictures when sim is removed.

Whether it's the law or not, I'm not a citizen of Japan and I had to scramble to get a unit since ROG 3 was sold out everywhere and the only one available at that moment was from Japan.
It's been mind-boggling to me how the camera shutter briefly pauses music being played and gives a slight delay when starting video captures with the Camera app, hence why I ask if it's possible to get the global APK on this circumstances.
