ROG Phone 3 (ZS661KS) software Image:WW-31.0210.0210.258 for WW/EU/RU/TW/IN/JP SKUs
My phone was a china version in the beginning then i converted it in a WW.. all updates i am making are manual.. don't know if this may may influence anything just saying.

You're on the latest firmware for ROG 3, so it could be an actual hardware issue. However, please try these troubleshooting steps:
1. Disconnect the charger and then do the following:
2. Settings -> Advanced -> Mobile manager -> Cleanup -> Clear cache files.
3. Long press Armoury Crate app icon -> App info -> Storage & cache -> Clear both.
(Step 2 will reset all your settings in Armoury Crate.)
4. Reboot your device and connect the AeroActive Cooler.
