Its rog 3 with initial firmware when released , i m sure he is having a Tencent flashed with ww rom

If you didn't know you are getting a cross flashed varient than contact your seller or else you have to manually flash raw file of A11 available in xda with adb

We notice that you have a ROG Phone 3 Tencent edition intended for the Chinese market that has been flashed with WW firmware by your reseller.
This is not a combination that we are supporting and therefore we can't guarantee that updates will work as expected.
