Thunderbolt EX4 NVM31 downgrade tool

Hello,

I have an ASUS Z790-P DDR5 and EX4 Thunderbolt card. I have read there is a tool available to downgrade to NVM31 in order to use Thunderbolt 2 devices, but I can't find a link for this anywhere!

Is anybody able to provide this?
