Big thanks to @Jiaszzz_ASUS for making this happen!
Working with an Avid Thunderbolt Native interface, 64 I/O at up to 96KHz over TB1/2. One of the more demanding interfaces out there. Had a few driver issues as Win 11 removed them plus you need to leave your machine off & unplugged for 15 mins or so after the downgrade.
Thanks again!

Had the same cold boot issue under Win 11. Looks like Asus is not ready for prime time, the same as they have not been in the past (my 2nd Asus disaster and will be my last). It works but not as intended, never had a problem with Gigabyte or better yet Apple. Ive been building these systems for 40+ yrs and your documentation on the ThunderboltEX 4 indicates backwards compatability which needs to be delivered without issue. Spending $2K+ on PC it should be expected to work as I went by Asus' recommended ram & CPU. Might need to be an issue for my state attorney general to address with Asus needing to send someone from upper management to Mississippi to answer before a judge as to why. I've taken on AT&T with that method and won so Asus is not going to be an issue. It's the Thunderbolt controller, not the HD Driver. Im a system builder/consultant for Digital Audio Workstations and Asus is about to be a "Do Not Buy" in my world and my customers. SMH!

@Jiaszzz_ASUS Hello, I have been trying for months to solve my problem with Thunderbolt 2 on my Z590 Maximus XIII Extreme motherboard and I have not found any solution, neither from Asus nor in forums. Please help me because I do not have the resources to obtain a Thunderbolt 3 interface at this time. My Thunderbolt 2 interface cost me years to buy and now I cannot use it because of updating my BIOS. Please help me.

@Jiaszzz_ASUS Thank you very much, God bless you. I used the tool you sent me and followed the steps and I had Thunderbolt 2 again. You don't know the peace this brought to me. Going back to work is a blessing for me. Thank you so much.

@Jiaszzz_ASUS I just have one question, will I be able to update in future BIOS updates? Can the tool be used again with future BIOSes that modify the Thunderbolt firmware?
