No boot, VGA led on, black screen

Just bought new PRO ART 550B, because needed thunderbolt. Previously everything was working fine, on B550 Aorus Elite. 

Nothing happens when trying to boot up. Just black screen, VGA and BOOT leds on. 

The GPU is Geforce RTX 3060

CPU AMD Ryzen 3900x 

Even those motherboards are almost identical, but everything works one and doesn`t on another. 

I`ve tried everything I could and found on the internet. Reslotting everything, BIOS flashback, cmos clear, nothing works.

Do you get any blinking lights that indicate an error code on bootup? 

I got this from a moderator who was helping me with my problem a week ago. 

When unable to boot, are there any Q-LED indicator lights on?
If so, please refer to the corresponding steps outlined in "[Motherboard] ASUS motherboard troubleshooting via Q-LED indicators."

Regarding the Q-LED, please refer to the FAQs provided by the previous user to further identify possible issues.
Please also refer to [Motherboard] Troubleshooting - No Power/No Boot/No Display and test with minimal components to isolate the possible cause.
