What you are experiencing is FPS drops and not a stuttering issue. I can see your fps drop to 87-88 FPS when you look around.
Stuttering is when your game freeze for 1 or 2 seconds. So those are two different things.
I have checked your video and also @hp9976802431 video and it looks both of you are suffering from the same fps drop issue.
The reason you are getting this issue is because of the CPU clocking at 1.42Ghz so you are getting only half the performance of the CPU resulting in lower fps and fps drops.
And have you tried my settings from the video for BGMI yet?

I have just watched the video on YouTube and the game is a lot smoother than the videos you have uploaded. What you are experiencing is not stuttering issue its because of the CPU clocking at 1.42Ghz so we are not getting the full performance of the CPU resulting in laggy FPS.
I'll try to upload a video of BGMI later with 1.42Ghz and 2.84GHz.

I also tried Your Settings it goes 2.84 ghz randomly .But Shuttering is again it's like a hardware issue. I accepted the device is only get half performance.See the video shuttering...
