That is so strange indeed.
Does it happen while in Safe Mode too?
Now that you mention it, I have noticed that I don't have the outdoor volumen tile too. in Rog 2 was present and I always thought that Rog 3 had it, but I never checked it, and it is true that it is not in the notification tile.
Do you get the option in Settings - Sounds & Vibration - Outdoor mode?
Yes, that option is present. But I don't get the shortcut in the notification tile.

When you activate outdoor mode in settings, you can increase the speaker volume more than usual. You will know that you're in outdoor mode when the volume bar turns yellow. This is why we removed it from the quick tiles. It became redundant
