Auto refresh rate not droping below 90hz not like samsung 1-120hz

when auto refresh rate on device set to 90hz
and not droping when device not touching .
and not go up to 144 hz on: crome ufotest, home screen / settings
whatsup telegram and all non 3d apps are stuck at 90hz

possble add feature to drop to 60hz or 30hz when not touching the screen?
and go up to 144 when touching the screen?
samsung do from 1hz to 120hz adaptive mode
