Is there any way to activate android dark mode settings?

I've searched this for months and never even find a solution. How can you enable FULL dark mode (via system settings which applies on everything with no exceptions, not by themes app) on zenfone 4 max pro? If there's no way to do that, can rooting the device solve it? I can't find any way to change color on rooted phones. This phone hasn't been rooted though, as it is useless to do so. There's no custom rom built for this thing

Pure Android Pie already integrated this feature. You can find it under Display menu > device theme. But it seems there is no Custom ROM such as PixelExperience for ZC554KL yet
