After 429 update of Android 10 developer version, every incoming calls rings after a duration of 4 to 5 seconds of the actual call placed by the other side!!

Stop pretending moderator and use some logics
It's related with the OS not about app caches

Bro if u haven't clear your cache since a long time then your phone will be laggy and may be u feel little bit slower and it will fillup your storage also. Everytime its not only about OS. Sometimes try to do some basic things which can solve your problems. If u don't want to try then it's ok.

Did you try to understand what's the issue??

It's the call incoming notifications which comes late as 4 seconds after any call being placed from any other device.
