You will need to unlock bootloader and Install Twrp recovery and then flash orea firmware through the recovery to downgrade. Do some googling or watch some videos on youtube regarding this.

No need to unlock bootloader.

Just flash any Oreo fastboot ROM.
If you can, follow below XDA forum link to do by your self or visit nearest store to get downgraded.
