I think the problem is eis.
Try disabling the eis and check, if its bright then the problem lies in eis software optimisation.

Not work. I see at open camera in video mode, auto diafragma sutterspeed on low light is 1/150, on Android pie auto diafragma on low light sutterspeed is 1/30 or 1/35. But the quality of video recording detail Android Pie is better.

I am facing the same issue.
It's wondering how Camera works Fine with Photos.
But in case of Video Recording, it's just too dark.
