Asus bootloader unlock tool not working

Model Name: Asus Zenfone Max(z010d)
Firmware Version: MMB29P.WW_Phone-13.8.26.110+2018011060020723_201603030037
Have been trying to unlock bootloader for a long time. Unlock tool shows communication error.
Tried fastboot commands to no avail.
