This was a problem in Android 12, where tapping "recents" key would sometimes bring an adjecent app in the centre, instead of the usual Android behaviour which is centering the app from where recents key was tapped. This has been fixed in 13.
It is still present in Android 13 (33.0804.2060.73). It just happens way less, once in hundreds/thousands or few days maybe, which is still annoying. I've accidentally closed different app instead of the one intended a number of times for this reason.
However, the annoying bug where double tap to switch between two apps doesn't work properly hasn't been fixed, in fact it appears to have worsened.

I was actually wrong. This bug in original post, which is "opening recent apps it sometimes highlights some random app which was not the last used app" is still present in Android 13 (33.0804.2060.73).
