Apps don't want to start in fullscreen

So, some apps , even some stock like clock and calculator, does not want to start in fullscreen mode. I put them in fullscreen mode in settings, but that turned out to be useless. It was like that even before last update

Apps randomly starting in window mode, this shit ain't funny no more 😂
