You're seeing the ram used during the last 3 hours or longer so you won't see any changes if you close a couple or all apps. Only android it self can consume 1-2GB and it allocates memory where it is needed. Everything is completely normal and nothing you have to be worried about. Even killing and freeing RAM is in a way unnecessary as Android does this automatically when it needs more RAM.
