For whatever reason I can't seem to send SMS messages, no matter what app I use. This was happening with beta 1 also.

First of all, thank you for all your assistance. Based on the logs, the tech team suggest that the text system of Orange Romania is different from the text system of Android 10 (IMS). If your user experience is highly impacted, please continuously stay on Android 9, which perform the same text system as Orange Romania. Sorry for any inconvenience it may cause.

# You may follow the steps below as 10 to 9 downgrade steps.

1. Download "Version Android 10 downgrade to P" and then put the image file into the root directory of the MicroSD card.

2. Insert MicroSD card into phone and then power off the device.

3. Long press with "Power" key and "Volume Down" key together and stop after feel the vibration to enter Recovery Mode

4. Use "Volume Down/Up" key and press "Power" key to choose "Apply update from external storage"

5. Select the downgrade file

6. When the updating process is done, Choose "Wipe data/factory reset" and tap"Yes" to perform the master clear.

7. "Wipe cache partition" > "Yes"

8. "Reboot system now"

Thank you for looking into it.
It seems highly unlikely. Orange Romania supports even the new RCS. What about the other countless Android 10 phones already on the Orange network that have no issue with sending text messages? 🙂

I have the same issue with Orange Romania Android 10 - SMS do not work anymore.
Just downgraded back to Android 9 and SMS still do not work - i get an error message with error 96.

Thank you for your asking. Kindly try some stay-at-home troubleshooting tips below:
1. Try to insert the SIM port without SIM card, then out the SIM card in and re-insert again.
2. Clean your SIM card softly with air compressed can,
3. Does the SIM card work in other device? Try to change another SIM card for cross-testing.
4. Please try reset Network: Settings>System>Reset options>Reset Wi-Fi, mobile & Bluetooth
5. Also, please try "the Factory Reset" 
Settings>System>Reset options>Erase all data(factory reset)
Please note that once the Factory Reset is completed, all data, apps, settings and personal information will be deleted.
6. Please try SMMI test, and provide me the result
