The side menu in Play store works every time if you only swipe in the top part of the screen. But when you get the Q update, then the entire screen will work as a back button and you won't be able to access the side menu by swiping from the side. This is how it works on a pixel and how Google wants it.
So there's no bug. Everything is by design
