FULL screen Dialer in 2021 !!!
You can check out Calls - Settings - Call Screen - Untick Use Head up notification.
I think it's because you're using True Caller and because the default dialer thinks you're using a full screen app, it makes your default notification to be heads up which seems sensible.

FULL screen interrupt in asus Dialer in 2021 !!! (when using phone not lockscreen!)
Therefore, if you go to:
Calls - Settings - Call Screen - Untick use heads-up notifications
It's because you're using True Caller and because True Caller is full screen as it has been given permission, the default dialer will use heads-up. Once you changed the settings above and don't use True Caller, the dialer will work as expected.

Rog 2 will get it with it's Android 11 update (Zen UI 7 based on Android 11)
Rn the temporary "fix" is:
Enable game genie for all apps,this way calls with have a small pop up and won't hijack the whole screen
