It's an android thing you know. Not only ASUS did it. Other manufacturers like OnePlus, Samsung, Oppo, Xiaomi, and other phones that uses Android as it's operating system.
It's a feature that made by Android devs so if you took a photo in landscape, you can view the photo quicker in landscape too. It's not something you can turn off by flicking a switch.

Auto rotation turning on in camera doesn't bother me or staying on in camera gallery but if I exit app and it stays on... It bugs me and I also own a Pixel so there it turns off after switching app every time so don't tell me its android.

With Auto Rotate Off, go to the Camera App - Gallery via the Camera App - Rotate the phone to landscape (this will rotate like my Samsung phone). Come out of the Camera/Gallery App, the Home screen or the App switching screen should return to Portrait.
Probably worth updating to WW-17.0240.2012.65 and see if you still see the same problem.
