Data Transfer App won't connect ROG phones, but they will connect outside app.

I'm trying to use the data transfer app between my New ROG 7 and old ROG 5. No connection method works.

It won't take USB.  It won't connect via the new phone's hotspot. QR code says failed to connect. Manually inputting the network and password fail to connect. I connected to the hotspot outside the transfer app and that succeeds. But the app makes you disconnect from a successful hotspot link for some reason, to connect through it's own renamed hotspot and that keeps failing.

ROG 7 is Android 13
