I am here just speculating that maybe you have Steady Charge : ON
It charges the phone at less watts making less heat therefore preventing battery life shortage. It is very usefull in long term. Turn this OFF when you need to charge your phone fast for many cases.
If this isn't it you can do what the moderator said.
