When I am on Wifi and Sometimes Mobile Data...Whatsapp Messages won't get delivered instantly..Takes lot of time..I am sure there is nothing wrong with my network because I tried from another phone on the same network it gets delivered instantly..

I am using ROG Phone 5 same firmware.
Can you clear cheche, storage and try reinstalling the App again?
Also, share a video here to explain the same, or maybe send me the video in personal inbox for privacy issues.

In addition to what @ARP_ASUS has mentioned, disable battery optimization in the same place where you clear cache and storage.
