My rog 5s is not getting android update it sticks on Android 11

The only way you can update is following the order: A11 > A12 > A13. One cannot jump from Android 11 to Android 13. The A13 update you find in the download center won't upgrade if your version is A11 unless you have A12 then only it will work.
