Uh, pretty sure it depends on the app since Instagram doesn't play shutter audio. The reason I don't use it is because of how compressed the saved picture / video is.

FLS15I repeat, instagram, snapchat and facebook do not use the camera. All they do is take a screenshot of the viewfinder, video simply records the video finder, this is why the quality is terrible.https://zentalk.asus.com/en/discussion/comment/228366#Comment_228366
Well in both taking picture and video, it's possible to not have sounds played and that's what I'm after.
I believe the shutter sound is triggered by the software itself that's been modified specifically for Japan region. Hence, a software change would probably give me a result that I wanted.

Do a simple experiment, download opencamera from play store and try to take a picture, you will notice the sound is still there. If your theory is correct, that means it shouldnt be there.
