Its becoz some app opened in background is using camera , like whatsapp using camera and close is via swipe up but didn't closed it properly so situation like this is causing you issues , nothing wrong with software

Does the issue appear on the stock camera only or on other camera apps (e,g. Instagram) as well?
You can try these troubleshooting steps:
1.Please try clearing cache & storage of Camera app (long press "Camera">App Info>Storage & memory>Clear cache/Clear storage), then if is also related to some app, try to re-install 3rd party camera apps and check again.
3. Also, if the error persist I will recommend you to try a Factory Reset. Please remember to back up your data before performing a factory reset.
Settings>System>Reset options>Erase all data(factory reset)
