I want to buy a second charger for my Rog 3 but I cannot find anywhere to buy? Why Asus doesn't sell it in UK?

There are many considerations to be made regarding which country to sell in. UK is a tough market and it's my understanding that it wasn't profitable for ASUS Phones. If you really need hyper charging, then my recommendation is to find ASUS 30W charger from another country and use an adapter.
